Lincoln's plan was an effort in reunifying the United States after the Civil War. It allowed a full pardon and restoration of property to all who were involved in the rebellion except for high Confederate officials. Secondly, it allowed for a new state government after 10% of the eligible voters in the state took an oath of allegiance to the United States. After that they were able to be admitted back into the Union. Lastly, they were encouraged to make plans for free slaves.
